Sounds like your exe is trying to perform a function that does not exist. This may indicate an outdated exe or DLL file, you might have to reinstall unpatched.
Does this error happen when you try to launch the game?

Yes, and this install has run fine before, no clue why this is popping up now, replaced the dll and updated to rc2a AGAIN and still get this error.

Looks like you have a problem with the Microsoft Visual C/C++ Runtime.

Apparently my disabling of this service is what caused the error:

Enabled and all is well again.
